Step 1 for Prelims 2013

Since KAS prelims for 2015 is expected , Have to start our preparation and i felt it should be started with Analyzing the Previous Question paper .

Prelims 2011-2012 Question paper Analysis:

Prelims Conducted on April 22 2012 with the new pattern coming into force Had the following Elements:

• Paper 1 had 100 Questions and
• Paper 2 100 Questions

Paper 1:

• 40 Questions were from Current Affairs 
• History around 14 Questions
• Geography 17 Questions
• Polity 15 questions
• Economy 10 Questions
• Socio-Economic Development around 4 to 5 questions
• General Science some questions which were current affairs based i guess

Current affairs Included

• Various Summits or Conferences in world or Indian platform Eg: Literature fest or Energy summit
• Environment Based questions like National parks etc any chemicals in news for some reason related to environment Animal reserves like tiger etc
• Sports affairs like Tennis
• Birth anniversaries of famous personalities
• River Treaty
• Various social indicators like Infant mortality rate etc.

History:

Questions were mostly from the Freedom movement 

Ancient had hardly 2 or 3 questions

Geography:

Ocean currents, Rocks formation, Soil related questions, Vegetation type,Atmosphere related some famous lakes river related questions

Polity:

Questions related to Rajya sabha Lok sabha president, Important Cases like Minerva mills case etc. Important Committees Etc 

Economy:

Questions were mostly current affairs based

Paper 2:

Most of the Questions were from Economic survey and rest of the questions included Socio-Economic indicators like IMR or Census data and various schemes by Karnataka Govt
Simple reasoning questions like Venn diagram based graphical representation and passage reading and answering from the same. 

Note:

• One can not Expect the same pattern of questions this year also, but the basic structure may not change, i.e one should not ignore the basic subjects like History geography polity economy, though questions asked may be less but cant take the chance.
• Current affairs should be given importance specially the Socio economic concepts. Hence Make notes from news paper without fail.

This will Direct the Public authorities to Publish the Citizen Charter detailing the services they offer, Quality of services to be provided and Timeline for   Delivery.

Note: We can Recall here the Karnataka Gurantee of Services to Citizens Act or Sakala Here. 

Opposition Critising the bill that its in line with the Spirit of Federation, saying that Centre should only provide the model and not dictate the states, also that Many states like J&K, UP, Himachal, Rajasthan have already enacted Citizen Charter Acts.

1.Wind power in Karnataka

• According to a Study conducted by Center for study of science Technology and policy (CSTEP) Wastelands are a potential source of Wind power 

• CSTEP and Bangalore based research institute has estimated that on-shore wind power potential of Karnataka can go up several times if Turbines powered by Taller Windmills are installed.

• Its said that report is more authentic as Geographical information system was used to map out the wastelands as well as areas rich in Wind potential.

• Wastelands in Karnataka Could generate at-least power capacity of 50,000 MW of wind energy with turbines fitted with a height of 80 meters,according to the study.

• The identified districts with good wind power potential are Bellary, Chitradurga Chamarajnagar, Chikkaballapur, and parts of Hasan, Koppal , Bijapur,Chikmagalur and Kolar

• Study revealed that 5% of the Wind rich agricultural lands could amount to 20,000 MW wind power generation.

• Also its said that Together Andhrapradesh and Karnataka Amount for a fourth of country's wind power potential.

KAS mains Exams Over

KPSC has successfully conducted Mains exam for gazetted probationers. My wishes for all those who have written the exam. Also i read in prajavani paper which said next Prelims will be conducted after UPSC Prelims. Hence you May Expect the call by March. so do prepare well. Also It would be of great help if Persons who have attended mains share some tips or suggestions to next levels or mains.

Answer to the Point, Words limit , cover all questions and Make your answer interesting by examples etc. This would be easy if you had practiced from long time. 

Since the Exam is just 4 days away Stop worrying, Sit back and just read various text books of relevant subject, don't try to remember any thing, Just read and read... like you read a story... by doing so, u will get to know about various styles of writing.

We can do only this much with the short time available to us...

Way for Long Term Preparation : 

I don't have any Experience of writing in mains Exam, because i haven't written yet... May be I am a wrong person to suggest others... but Still i would like to tell my plans to u all... 

Preparing for Mains should be done much before exams.There might be people who can prepare well in 3 to 4 months, but I am talking about an Average student like me... we need some time to understand various concepts topics etc... so Already i have written on Initial preparation for Exam post. You can go through that.

Word limit and Making your answer interesting can not be achieved in one or two days, we have to have little practice... 

How to Make my answer interesting? 

1. Firstly Develop Habits to read Reference books by good Authors rather than Locally available books for Mains. Initially Ref books sound very boring... but Over a period of time you will understand their importance.
2. While reading the news paper don't miss the Editorial Parts, It will help you in developing your style of writing. 
3. Watch the debates on News channels. not every debate but some selected ones, May be You can See CNN IBN, where some good analysts will come and give their opinion. Specially Evening debates. Where Speakers like Yogendra Yadav  Or any other Eminent person will be talking. Like If some constitutional debates etc. These debates will help you understand How one should analyse things. 
4. Prepare your answers by looking at Previous Question papers and While writing Your answer implement Now whatever You have Learnt from the above. Write an answer in such a way that anybody who is reading it should understand easily... In simple words as if its just a story...  
5. Different Answers may need Different Approach, Point Format or Paragraph style, this should be decided Based on the Question.

Some times Luck Matters for us in getting Good scores, as it depends on evaluators .  But we shouldn't worry about that since it is something out of our control. So be it. Let us Just Put our Efforts. Rest is to the Gods of evaluators  :) :) :)

Purpose of the year book as you all know is to understand the set of events happened in a year at the national, international and states any in various fields such as Science and technology, politics,Environment, social and economic deveopments sports etc etc.....

All these things will be covered in any Year book u purchase, whether it is Manorama Year book, Chronicle Year book... or any other... 

But from the Exam point of view It will be too vast to read and remember so much of data...

Anybody who has already attempted Civilservices will be knowing what am actually trying to say... that Preparing for National International events should be done on a daily basis... i.e every day news reading will only help you, not a single book at the time of exam...

Hence in my opinion Year books matter very little if you are preparing on daily basis. I too have Year books of 2009 and 2010... its just another book added to my book shelf... I hardly go through it... I am not saying you should not buy year book at all.. 

If you have one already , then don't go for buying it every year till you prepare.If you are buying monthly magazines that itself would be sufficient... or else u still u want Year book then Year book by Govt of India is better... May be it will help writing answers in Mains.

1. I would not say that will continue to write in this blog on KAS exams forever... I may have to stop because My knowledge on exams may prove to be out dated for new generation Aspirants... But this will never stop me from writing at this point of time...I Just requested others With the hope that one in 100 may come out with an answer... If not am ok with it... Am just expressing my views... By the way I hope things would change Entirely in coming years... 

2.I have sufficient knowledge to face this Exam, so the information i asked is not for my benefits alone... :) My optioinals are History and Rural Development and i already know what i should do with these.......

3.When you want to do something different from the usual practice there will always be struggles.the road to forest is tough for the very first person who chooses to go through it...But will be easy for others.. we should make way for others...
Lets carry Patience Hope positive Attitude in our hearts... Situations will change one day...

I would like to say something on General opinion about KAS exams that "You will NEVER Get a posting without paying money" 

If every one thinks posting can be held only when you pay and start paying :
1.you only have created this idiotic trend or else
2.you are following a path which some selfish guy started... 

As long as people are ready to give people are there to grab...  At least Public service field should not become Business tool....

Anyways What am i thinking?... Even if i Write a Page full article that you should not pay, u should be prompt ... Nothing is going to change unless one decides Personally... It would be a miracle if one becomes Anna Hazare Just by reading my post or anybody else's...

Its a field where you need to serve the people... you can not justify wrong doings on emotional background... I would forgive if its nothing to do with Public service field...

I am really feeling very sad that even after my repeated requests People hardly respond to the Queries logged by others. 
I understand time is precious, we will be wasting lot of time many times, so replying for small Question will not take much time i guess. 

I have been requesting the readers of this blog to provide information regarding various optional subjects books etc. Please do take little time out for helping the needy candidates.

This Blog is not By any Big Organisation, its written by a Normal Individual like you all. I can provide information on things which am aware. We all know that its very rare that we get some info regarding KAS exam related things... that is the reason why i had to start this blog. I hope you all understand and at least if you know then answer to any comments logged by anyone on this blog.
Your contribution will be really appreciated.

Few minor tips before the Exam

Some tips for Mains Exam:

Since the Exam is as per the schedule i.e from Dec 15th, around 60 hrs left for Exam from now on...

Stop reading new things, revise whatever you have read till today... 

Don't get tensed that you have not read this that... Though tension during exams is unavoidable and difficult to get rid of... since serious candidates would have put efforts for years... Its of no use getting tensed at this point of time,as you might loose writing skills...

Its more important to present whatever you have read than to just remember...hence Just keep yourself cool and renovate your ideas on answer writing...

Get sufficient sleep... i.e don't study till late nights since you have exams in morning as well as afternoon sessions... you should be fresh enough to answer both the papers... 

Before going to the Exam hall make Sure:

You have taken your hall tickets and other things like ID proof or anything if KPSC specified it....

Carry Pen, Extra Pens, Pencils and sharpener,erasers small scale may be needed if you intend to present any diagrams in your answer sheet. Make sure watch works fine... 
Reach Little early to the Exam center, u should not get caught in traffic and other stuff so plan properly.

When you go to the hall... Don't forget to read instructions...Though most of us Ignore it while writing our exams during College days. It is advisable to read the instructions given in Question Paper carefully.... 

When you see the Question paper:

Don't just jump into writing answers...instead have a plan i.e Just take 5 mins to read the question paper and decide to write from the part which you can best represent... since you don't want  to upset the evaluators with lots of strikes off an all right?... So first start with the questions you are confident...and try to write neatly throughout also... 

Just keep a track on your timing and words limit also... you should not miss any question because of lack of time... Specially candidates complain  of time shortage in General studies , so have a plan comfortable to you now by sitting at home... If you have practiced writing earlier will help you to stick to word limit an all...

I am not an expert but could tell you this much... I hope your hard-work pays you with the best colors...

Commissioners Rule in Karnataka

Commissioners Rule (1831-1881):

Of the Commissioners who ruled Mysore Mark Cubbon and Lewin Bowring are Notable:

Mark Cubbon:

• Modernized the system of Administration in Mysore during his rule of 27 years
• Laid a strong foundation for the economic growth of the state by his reformist nature 

Administrative Reforms:

• Re-organised the administrative units i.e a new administrative unit of Bangalore was added for efficiency along with the earlier ones of Ashtagrama, Bidanur and Chitradurga. 
• for each of the 4 administrative units a European superintendent was appointed 
• Each of 120 taluks were under one Amaldar
• next smaller unit of administration was Hobli i.e consisting of many villages
• Nine departments in commissioners office and with a head called chief officer for each department
• Major Change of Shifted administrative office to Bangalore

Development Works:

• up to 1600 miles of road laid, as a result all important towns in the state were connected by roads to Bangalore

Some of the major bridges were constructed at Maddur Hoskote, Bhadravathi, Shimoga etc.

• Motivated the Coffee plantations and to increase forest wealth of state forest conservator was appointed.
• Improved the system of tax by abolishing around 769 minor taxes and contributed to the Income of state.

Lewin Bowring(1862-1870 )

Administrative reforms:

• Replaced administrative divisions from 4 to 3 i.e now the units were Nandidurga, Ashtagrama and Nagara
• A Commissioner was appointed over each division, each division divided into 8 districts with a deputy Commissioner as a head for district to look after the revenue administration

Land Revenue reforms:

• Land measurement and assessment of land revenue with much faults was rectified by giving importance to Revenue department during his times.

Reforms in Judiciary:

• Indian Penal code and criminal procedure code was introduced 
• Instead of cash payment to courts Stamp papers were introduced

Educational reforms:

credit of encouraging educatiion on largescale goes to Bowring

Central Education agency was set up , some of major works are set up of Bangalore high school which later became Bangalore centrral college.

Other Achievements are building of jails in Important towns, appointment of medical staff in large numbers in hospitals. Bangalore Museum and central college building are his creations.

Some Committees in Karnataka

Havanur committee

L. G. Havanur headed the Backward Classes Commission set up by the Devaraj Urs Government in the mid 1970's and authored Karnataka's Backward Classes Report.

The Backward Classes Report, also called the Havanur Report, was submitted to the Karnataka Government on 19 November 1975. Soon after, Havanur was inducted into the Devaraj Urs Ministry and played a major role in the implementation of the report.

Gokak committee:

V.K. Gokak, the former Vice-Chancellor of Karnataka University, also now one of the Jnanapith awardees, headed the committee appointed by the Government of Karnataka to analyse and study the linguistic issues that were raised regarding the importance of various languages, including the state language Kannada and other languages such as English, Marathi, Telugu, Tamil and Urdu.

The report given by the committee recommended that the Government provide first language status to Kannada and also demanded the primary facilities that the language needed at the time.

Govt of Karnataka accepted the report submitted by the Gokak Committee and said would ensure all the primary facilities that the language Kannada deserves

Backward Class Movement in Karnataka

Causes for the backward class movement:

This movement has many facets in Karnataka, the struggle of the non Brahmin's to attain social equality, opportunity in matters of employment education, political empowerment etc..

• Destruction of the traditional industries and De-industrialisation which caused the unemployment of many traditional craftsmen and also huge deaths due to Famine like conditions
• Gunny bag industry pursued by Goniga caste people who could not face the market competition caused by Industrial revolution in England were pushed to further backwardness
• Uppars who produced salt petre used for Gun powder lost their jobs because of the chemically produced substitute was found 
• salt units were shut down as a consequence of heavy duties
• Introduction of Kerosene oil led to the destruction of market value for locally produced oil used for lighting thus Ganigas lost jobs
• Imports of Crockery Enamel which ruined the traditional Pot makers Jobs Kamblis which lost importance as a result of Mill made blankets

Hence the Backward classes movement was led by Divergent Communities who lost their habitat resulting from the traditional caste systems and the Negativity created by the Colonial power.

Some Organisations which led the Backward classes movement

Lingayats:

• It was Lingayats ho first started the movement claiming Equal status as like Brahmin's
• When the census report of 1891 published which had lingayats as Shudras, was opposed by leaders like Yajaman Veerasangappa who started Mysore star , a Kannada Magazine to uphold that Veerashaivas were socially equal to brahmins
• Veerasangappa Encouraged PR Karibasava shastry and NR karibasava shastry who published many Sanskrit and Kannada Journals to prove that veerashaivas were not inferior to Brahmin's
• Mysore Star and  Veera Shaiva Mata Prakashika a monthly by PR Karibasava shastry led to the Awakening among Lingayats.
• Earlier to this Lingayat Vidyavardhaka sangha was founded aimed to seek higher education, Gurusiddappa gilganchi and Artal Rudragauda were the men behind this.

Justice Party 1916:

Congress and Home rule league were a conspiracy of Brahmin's to snatch power was the feeling of Non Brahmin's in Madras. 

This led to foundation of Justice party by Tyagaraja Chetty and Mudaliar brothers Ramaswamy and Lakshmana swamy .

Praja Mitra Mandali: 1917

Inspired by Justice Party This was set up, if Justice Party opposed Home rule and responsible government, the mandali to opposed the Responsible govt and Home rule. It pointed out that non-Brahmin's had a small % in Govt Service and demanded a Fair treatment of all communities. Demanded Expansion of educational facilities by Hostels and Scholarships . Prof CR Reddy and Kanthirava Narasimha raja Wodeyar who were working in Mysore University Encouraged Mandali's movement.

Rao saheb H. Channayya was the president.

Brahmanetara Parishat:

Sri Siddappa Kambli of Hubli founded Brahmanetara Parishat to which all non-Brahmin's like Muslim's Jain's and marathas also joined.

the First conf of its was presided by Tyagaraja Chetty of Justice party. 

Main aim of this to strive for progress of backward classes.

Kambli got elected for Legislative Assembly from Brahmanetara Parishat and became Deputy. speaker and once a education minister also strived for progress of community.

the Parishat was Anti Congress and was highly critical of Gandhi and its leaders. But Gandhi Irwin pact of 1930 convinced the whole nation that Congress as the Representative of people. 

After 1937 Elections which Made congress majority, in due course the backward classes were convinced that Congress itself could work for their Betterment.

Nemmadi Project Karnataka

Nemmadi is an E-governance Project to deliver Government Services to the citizens at the Village level i.e creating Virtual Offices of Government at Village Level.

Its an Initiative by Govt of Karnataka with Public private partnership, by creating a network of Telecenters at Village, hobli level. It will deliver Government to Citizen (G2C) and Business to Consumer (B2C) services.

Objectives :

Efficient and smart virtual offices of state government in all the villages.

Provide copies of land records and other citizencentric services of the revenue department in a convenient and efficient manner through village Telecenters across rural Karnataka.

Operations to cover all other G2C services of  all the  departments.

Enhance the accountability, transparency and responsiveness of the government to citizen’s needs.

Provide government departments and agencies means of efficient and cost effective methods of service delivery to citizens.

Manage the delivery of services through PPP model.

Enable government departments and agencies to focus on their core functions and responsibilities by freeing them from the routine operations like issuing of certificates, land records, collection of utility bills of citizens and thereby enhancing the overall productivity of the administrative machinery.

What are the services Covered?

Some of the G2C services like Land records,caste, income, residence, birth and death certificates

B2C services like Utility payments of Private companies...ESCOM bill payments, etc. to name a few.

Benefits:

Single Window System which covers all the Govt services to citizens.

No need for written application to be submited for any service.

Service Charges to be Uniform and minimal say 15Rs.

Plans to cover all the taluks and Villages so that Citizens can avail services at doorstep.

Women's Reservation Bill:

Women's Reservation Bill the 108th Constitutional Amendment Bill is a Pending bill in Parliament. 

What the bill Proposes?

Reserving 33% of total seats for women in the Lower house of the parliament i.e Loksabha and in all the State Legislative assemblies.

Current Status:

It was passed by Upper house i.e Rajyasabha in 2010, Loksabha is yet to Vote and then after approval it will come to effect.
Women's Reservation bill has come a long way from 1996 till date but still is holding the fate of many pending bills. 

Earlier Developments in Women's reservation:

1/3rd of seats reserved for women in Panchayat and Municipal bodies through 73rd and 74th amendments.

Note:

Several reasons have been given by Various Govt's till date that the bill could not be passed because lack of political consensus.
Women's reservation bill is the only bill which could not become an act even after a clear parliamentary majority for it. 
There are several Examples of bills becoming law despite severe opposition to them in parliament like POTA Act to name.

Its only Lack of Political will in the floor of the house, though every party says in public  that its in favor of the bill......

Few political parties oppose the bill in its present form on the ground that it will benefit only the Upper class women...

Though this is partially true, there are always chances for changing the provisions of any law, so this can also be modified, Based on practical conditions,..

Some Argue that only influential will avail its benefits.

Initially we might see that women with family background of political class can make use of the law...
but over a period of time with greater awareness definitely all class women will make better usage of the provisions

Eg: Though we have a Dynasty politics model in most states and at Central govt level... Not every body has great political background Eg: Mamata Banerjee 

Some practical solutions suggested by experts is that at the party level woman could get reservation,
But the closer observation in any set of conditions can be said that every condition has Negative as well as Positive results, better way out is to Pass the bill first Then modify it based on Real time experiences.

Learning from failure is Much better than doing nothing...

Even in the most Advanced countries like United States Women representation in Legislatures is just 17%, even in Japan representation is not encouraging. 
But in countries like Mozambique with lot of civil wars and unrest women constitute about 30%.

Looking at the International examples it can be said that Economic progress scientific advancement can not always provide Political Empowerment for women.....

Such laws Encourage women to be the active participants in the Law making process and in all dimensions of national Stage...

KPSC is yet to conduct 2011 mains exam itself, so for the Next Prelims there is still a Long WAIT ...
Keep reading the newspapers for the Exam announcements or visit KPSC official site. Meanwhile i will also post it when it is confirmed officially.

KPSC will give enough time for candidates to prepare thoroughly.Even if the Dates are announced it is subjected to Changes.

So all I want to say is, those who are going to write mains Pls prepare with confidence,you already had and going to have plentyyyy of time in your hands.

Those who are preparing for Next Prelims start your studies, You wont loose much if you prepare from now itself, instead will be more confident to face the exams.

Comptroller and Auditor General of India is the Highest Auditing Authority in India, Established by Constitution of India. It Celebrated 150 Years of existence on 16^th November 2010.

Need for Auditing body was first Realized by British way back in 1858 after the transfer of Company rule to the Hands of Crown Rule. Thus an Highest Auditing Authority as  Auditor General was set up in 1860.

In 1950 it was renamed and Accepted as Comptroller and Auditor General of India.

CAG is Also Head of Indian Audits and Accounts Department. Together Both CAG  Audits and accounts department constitute Supreme Audit Institution of India (SAI)

Who Appoints CAG?

President of India based on recommendation by Prime Minister. Current CAG is Vinod Rai.

Constitutional Provision for CAG:

Articles 148 to 151 of Indian Constitution Define the Role of CAG.

Roles and Responsibilities:

Audit all the Expenditures of Union and state Governments along with the Auditing of all the Authorities companies (Like ONGC, SAIL etc) Enterprises etc which receive Finance by Govt.

It has to Probe whether the Expenditures of the Government and other bodies mentioned above are proper.

Recent works of CAG has been Commendable, due to which the series of Scams Like 2G, CWG, till the most recent one Coal Block allocations came to light.

Reports of CAG:

CAG will submit its report to President of India, who in turn Tables the report in Parliament and then the Report goes onto Review by Public accounts committee.

Finally:

The Importance of CAG came to be realized lately after 2G and other scams.The existance of such an High profile Office came to limelight only after these scams.

Being guard of Public funds, not every report of CAG gets publicity.There is a need that Political class improvises its Governance policies based on CAG's reports.
Also They should allow more effective and open debate on C&AG reports, as people have the rights to know, after all its Public fund.

The office of CAG should not be insulted, instead it should be Strengthened further so that Transparency in Governance is ensured.

Prime minister and other Politicians who are criticizing the CAG’s Methods and reports, instead should strive for Encouraging such an esteem body to Work fearlessly and effectively.

Which is Hyderabad Karnataka Region?

Six backward districts in North Karnataka  — Gulbarga, Yadgir, Raichur, Bidar, Koppal and Bellary    :

 

 

Why a Special Status Now?

The region of Hyderabad – Karnataka Which is most Backward in Karnataka State.

It contains 21 of the 39 Most Backward Taluks in the state, according to D.M Nanjundappa Committee report on development Index.

As per The State Human Development Index, Bidar Koppal,Gulbarga And Raichur are the Most Backward Districts in the state.

Places Like Bidar and Gulbarga were the most important Places during Medieval Times, but During Modern times, the Region lacks the Development Mode.

How a Special Status is Given?

 Will be Done Through an amendment to the Constitution. i.e A New Article 371 J will be inserted and thus Amending the Constitution.

A Bill will be introduced in the parliament - > which was done in this Monsoon session.

Once the Bill is passed by Parliament With two-Thirds of Majority The Celebrated region will get its special Status like The Telengana region in AndraPradesh and Vidharbha Region in Maharashtra.

Since The Monsoon Session was Washed out nicely We may expect this to be Passed only in Winter Session.

Special Status How is it going to be useful for the people?

These Districts will get Special Priority in allocating the State funds in Development Education and Employment Sectors.

Apart from this People of this region will get Reservation in Government Jobs and Admission in Educational Institutions.

Also Constitutional Special Status, will enable the Establishment of a Regional Council or development Boards which will have its own Elected members and Budget and also Region will get more central funds for development and will be on par with the Telananga region of Andhra Pradesh.                 

Yettinahole Project

Yettinahole project is an river diversion project proposed By Karnataka Govt, to resolve the issue of drinking water scarcity in  Kolar,Chikballapur,Tumkur,Bangalore Rural and Ramanagaram Districts.

Yettinahole is a tributary of Netravathi River.

It is to divert the west flowing river Netravathi and other tributaries in the Palar-Pennar basin.
As per the Project 24 tmcft of water will be drawn from Yettinahole and will be pumped to the beneficiary districts.

Project involves Constructing of water reservoirs, dams and pumping of water , Flowing of water by Gravitational force and then filling of lakes with an estimated Cost of 7300 Cr.
