Bharath Nirman


Bharath Nirman:

Bharat Nirman is a scheme implemented by the Government of India aimed to provide some basic amenities to the rural India.
Bharat Nirman, a programme to build rural infrastructure, was launched by the Government of India in 2005. 

  • Phase I of the programme was implemented in the period 2005-06 to 2008-09. 
  • Phase II is being implemented from 2009-10 to 2011-12. 
Some of the objectives of the plan are as following:

  • Providing safe drinking water to all the under developed areas in India by 2012 
  • Develop housing facilities for the poor .The Ministry of Rural Development through the Indira Awaas Yojana undertakes this activity as a Centrally Sponsored Scheme where the cost is shared between the Center and States on 75:25 basis. 
  • To cover 40% of the rural area with telecommunication by 2014 and provide broadband coverage to all the Panchayats by 2012
  • To construct all weather roads by 2012 in order to connect all the villages of India having a minimum population of 1000 ( 500 in case of hilly or tribal areas).i.e through Pradhan Mantri Gram Sadak Yojana
  • To provide electricity to every village by the year 2012 i.e the programme instrument of Rajiv Gandhi Gramin Vidyutikaran Yojana.
  • To provide an additional one crore hectare of irrigational land by the year 2012

Bhoo Chetana


Bhoo Chetana is a Programme introduced by the Govt of Karnataka in 2009.


What is it?

Bhoo Means Land and Chetana means Rejuvenation or simply Soil Enrichment...It is an initiative to revive agriculture by Introducing Dry land Farming...
To improve the Drought hit Farming Community... i.e in order to increase the Dry land Crop production with the application of micro nutrients and use of technology


Background:

Karnataka is the second largest Dry land area in India after Rajasthan.Agricultural growth in the state was low in previous years due to depleted soils and Water deficiency.
Hence the need for holistic programme for Efficiently managing the natural resources and increase food production. Bhoo Chetana is the step Taken in this regard.


Who are Involved?

State Govt in collaboration with the ICRISAT i.e International crops research institute in semi arid tropics (is at Hyderabad.)

Karnataka State Department of Agriculture is the Nodal department for Programme. 
ICRISAT is the Technical Support provider and will help in implementation along with the State agricultural universities.


Some of the Features:


  • To achieve 20% enhancement in the yield of dry land crops of the state and to cover 55 Lakh hectares and to benefit 45 lakh farmers in a period of four years from 2009 to 2013-2014.
  • To Identify and adapt best management practices for the selected crops
  • Guiding farmers in Propagation of efficient water usage  micro nutrients, seed treatment with bio pesticide and fungicides also Balanced Application of nutrients and disbursement of improved seeds to farmers.
  • Important feature is that Technological Information is made available to farmers at their door steps through Farmer Facilitators (Village level farmer officers) and Agricultural Extension Personnel and other inputs at Cluster level ( group of 2 or 3 villages).
  • Creating Awareness through wide publicity through wall writing, village meetings, posters and through mass media.
  • In 2009-10 project was implemented in 6 districts Kolar, Chikkaballapur, Dharwad, Haveri,Chitradurga and Tumkur and by 2012-13 implemented in all 30 Districts. and in 2012 -13 target was set for 50 Lakh Hectares.
  • Since its implementation Productivity and incomes are increased by 20 to 25 and Agricultural Growth increased by 6%

KAS Mains 2012 GS Question Papers

I came to know through Bedre foundation Blog the Question papers of GS. i.e papers of KAS GS mains Exam , Which was conducted on Dec 16th 2012. It was in Kannada Hence here had to translate the Questions to English. I could not translate all the questions But Done as much i could... Questions are not in any order. If you want In order Can go through Bedre blog. 

KPSC anyways Will publish the papers but not sure When... till then ... ???

Negative Marks in Prelims from 2013

Prelims Hereafter will have Negative Marking, The state cabinet's decision will come to effect from coming preliminary Exam itself. 

From The Hindu Dated 'BANGALORE, February 1, 2013'

The Cabinet approved changes in the written examination for the Gazetted Probationers (leading to KAS) conducted by the Karnataka Public Service Commission and henceforth it will be on the same lines as that conducted by the Union Public Service Commission wherein in the preliminary examinations wrong answers will attract negative marks.

It Means Some percentage of Marks will be deducted for every wrong answer (How much? will be known soon). Earlier You could answer all the questions, with the hope that some answers might come out correct. Now should be careful.

Hence Please prepare Carefully and also Better Practice at home, seriousness in avoiding to answer Questions by guessing methodology. Out of Enthusiasm we tend to attend the Questions even if not sure of the exact answer. At times It will be costlier t do so...

It looks very simple but If we neglect we may have to pay heavily. You will get to know live examples from UPSC champs who have paid for Negative Marking.
