If you are not able to understand any part get the help of internet. Else for subjects like Pub Ad Group discussions will help to clear the concepts.

Kurukshetra and Yojana on rural Development , women,SC/ST empowerment – must for Public Administration optional)

Adding a Comment from :

i referred fadia & fadia , ramesh arora , mohit bhattacharya(gives analytical view) , sapru (for public policy) , avasti & maheshwari , prasad & prasad (administrative thinkers), laxmikanth (for p-2) etc and some random websites which i cant remember right now. but one has to refer the books which they find interesting and suitable according to syllabus and question paper trends. i think Mr.Nikhil can guide u better as he has written mains(UPSC) twice.

@Rakesh,

I Had finally decided to take up the optional's as History and Rural Development, But If you have noticed that UPSC has dropped down One optional subject and KPSC no doubt will make almost similar changes... I am right now not concentrating on optional subjects... In any case if if i have to choose one optional Subject then i am planning to go for my long term optional History, Hence Not at all concentrating on RD... Even for history i had to try this way i.e i checked the internet and purchased the highly rated books suggested by senior aspirants and I am not disappointed with the idea :)... for Rd atleast the list is quite small :), anyways i had got only one book on Rural sociology by s.L Doshi , it sounded boring... but while preparing notes some how had to pick up some points from this itself...All i can say is before buying these books You spend some time in shop i.e go through it briefly and then buy.
